West St. Paul Redevelopment Moves Forward

Greco is one step closer to bringing new life to a long-vacant site in West St. Paul.

The City Council has officially wrapped the environmental review for our proposed redevelopment of the former YMCA site on Thompson Avenue—clearing the way for entitlements and the next phase of planning.

In partnership with Swervo Development Corporation, this $140M redevelopment will introduce 476 new homes, public gathering spaces, and neighborhood-serving commercial uses—designed to connect directly to the River-to-River Greenway and future city park amenities.

Phase 1 includes:
- 272 market-rate apartments
- 19 townhomes
- Reuse of a commercial building
- Initial buildout of park and trail amenities

Phase 2 will follow with an additional 185 apartments, completing a dynamic, connected community hub that raises the bar for West St. Paul.
